INTRODUCTION
Thank you very much, President Kobayashi.


We deeply appreciate all of you coming to share with us this the opening ceremony of the Hosei University Research Institute, California. And my special thanks go to those who have traveled great distances to be here.

1. About Hosei University
(1) 120-year history
For those of you who are unfamiliar with Hosei University, it has a one hundred and twenty-year history, which means it is one of the oldest among Japan's major universities. Hosei started as Tokyo Hohgakusha - then Tokyo Hohgakkoh, that is, Tokyo School of Law, at the beginning of Meiji period at the end of the nineteenth century when Japan had just started its modernization. The school was established by several up-and-coming lawyers to provide law education to young Japanese. A French scholar, Prof. Boissonade, who was working for the Japanese government at that time, greatly contributed to the establishment of Tokyo Hohgakkoh during this stage. To commemorate his contribution, a tall building completed last April at the Ichigaya Campus was named Boissonade Tower.

(2) University faculties
At present, Hosei University has 10 faculties, graduate schools, research institutes and an extension college. We have 3 campuses in Tokyo - Ichigaya, Koganei and Tama. The Ichigaya campus is located in the very center of the city, with 5 faculties: law, humanities, business administration, humanity and environment,intercultural communication, and graduate schools.
The Koganei campus is located in Koganei City, a residential area about 20 kilometers (12.5 miles) from Ichigaya. The Koganei campus has two faculties - the Faculty of Engineering, and the Faculty of Computer and Information Sciences.The graduate school of engineering and some research centers are also located there.
The Tama campus, which is located on the outskirts of Tokyo, is about 40 kilometers (25 miles) from Ichigaya. It has three faculties - the Faculty of Economics, the Faculty of Sociology and the Faculty of Social Policy and Administration.There are also some research centers there. While each campus has its own character and function, all the campuses are connected by a computer network called Net two thousand.

(3) Number of students
The number of undergraduate students is approximately twenty-eight thousand five-hundred, and that of graduate students is about one thousand five-hundred.With a total student population of about thirty thousand, we are ranked as the tenth largest of the major Japanese universities.

2. Japan's current economic situation and problems
(1) Economic Globalization
Since the advent of the Internet, the globalization of the economy has been accelerated, and this has affected many aspects of life. The IT Revolution has been a driving force in this trend. The Japanese government used to protect Japanese industries with the help of regulations against non-Japanese companies.Now, however, they know the system they adopted in the past is not working very well anymore, and education is no exception in the increasingly global market.Japanese universities, too, will have to confront world-wide competition in the very near future.

(2) The New Economy
On the one hand, with the advent of the Internet, the New Economy is growing on a global scale. On the other hand, Information Technology in the form of personal computers, cell phones and many other applications is now an intimate part of our everyday lives. Therefore, on almost every level, our lives are being drastically restructured by the IT Revolution.

(3) Education in the new century
Just as the economy is becoming increasingly borderless, education has also been developing in the same direction. American universities have not only opened their doors to students from all over the world, but also have worldwide access to information by means of Information Technology. For example,people in Japan can obtain master's degrees from New York University without living in New York and without interrupting their professional careers.One hundred thirty-six American universities are now providing the bachelor's degree on-line in virtual universities, and there are almost one hundred MBA programs. Information Technology is changing the conventional style of education drastically,and competition among universities will become global. In such a situation,the quality of education will be a crucial matter and it will be necessary to form strategic alliances between universities throughout the world. From this viewpoint, however, IT education in Japan has been far behind that of the USA, and we strongly need to solve this problem.

3. Our Strategy
(1) 4 Faculties established in the last 2 years
Hosei University issued three key concepts to promote innovation in the statement of our vision for the 21st century: "Wide Open, Hosei University 21"
First: Globalization
Second: Collaboration with Industry
Third: Life-Long Learning
We launched two faculties in nineteen ninety-nine - the Faculty of Intercultural Communication and the Faculty of Humanity and Environment. The students of the faculty of intercultural communication are supposed to undertake a Study Abroad Program for the latter semester of their second year. Today, we have Prof.Martin Kenney at UC, Davis here.

And this esteemed university is one to which the students are sent. Let me add the fact that it is the most popular university among the students. In the year two thousand, last year, two more faculties - the Faculty of Social Policy and Administration, and the Faculty of Computer and Information Sciences were established.
We were lucky enough to have Prof. Kunii as a faculty member of computer and information sciences. In 1998, he received the Taylor L. Booth Education Award from IEEE. Prof. Kunii and Dr. Wang, who is a member of the board of directors of HURIC, are good, old friends.
We are also planning big changes for the existing faculties such as the Faculty of Economics and the Faculty of Letters.

(2) IT Education at Hosei
As I mentioned, Japan is now emphasizing IT Education. Last April, we started an IT Professional Course for our graduate program and an IT Research Center for academic research at the Ichigaya campus. ITPC is a one-year Master's course to provide more practical education in IT. The students at ITPC have a clear goal to be accomplished. They are more highly motivated than other students. More than fifteen students out of forty are planning to start up their own company after graduation and some of them already have his or her own company. The IT Research Center is important source of new educational methods and materials. This center should be financially supported by research projects sponsored by the private sector and by government grants. The center in Japan is to be the counterpart of HURIC in the USA.

(3) HURIC
As I mentioned before, strategic alliances between universities will be more and more important for higher education. We are now searching for partners to work together for graduate education programs such as a Techno-MBAs. This might be one of the first jobs of HURIC. HURIC, of course, conducts research in IT itself and related areas,and new fields that will emerge after the IT revolution. I am sure that it will contribute a great deal to the Silicon Valley community as one of the educational non-profit organizations here. It will soon be able to obtain full status as a non-profit organization and expand its activities.
In closing, I would like to thank all the distinguished guests who have attended today,particularly the alumni of Hosei. HURIC has just begun, but its activities will produce results only with your kind and generous assistance. HURIC strongly needs financial support from you. I hope as many people as possible will join in our vision of the future.
